What does ageing cider in a barrel actually do?
In short
A wooden cask does three things stainless steel does not. It admits oxygen slowly through the staves and the bung, which drives gradual oxidative change and polymerises tannin. If the wood is new or lightly used, it releases vanillin, oak lactones and other extractives. And its interior is impossible to sterilise completely, so it can harbour a resident microflora including Brettanomyces.
A stainless tank is inert. It excludes oxygen, contributes nothing, and can be cleaned to a known standard. A cider matured in it changes only through its own internal chemistry.
Which is appropriate depends on what the cider is meant to become. Wood suits ciders with the tannin and structure to absorb oxidative development; a delicate, aromatic cider can be flattened by the same treatment. Neither vessel is a mark of care.

A misconception worth clearing up
This comparison exists partly because of the claim below, which is repeated often enough that most readers arrive holding it.
Barrel-aged means aged in new oak, as with wine.
What is actually the case: Most cider casks are old and long since exhausted of extractable oak compounds. In traditional cider cellars the barrel is a neutral vessel that admits a little oxygen, not a source of vanilla and toast — that flavour profile requires new or recently emptied wood.
