Is cider vinegar just cider that has gone off?

In short

Cider vinegar is made from cider, but by a distinct second stage. Acetic acid bacteria, chiefly Acetobacter species, oxidise the ethanol to acetic acid. That reaction needs oxygen, and it needs it in quantity.

This is why the two are not the same process running at different speeds. A sealed, topped-up, sulphited cider has very little dissolved oxygen and stays cider; a vinegar producer deliberately maximises air contact, holds the liquid warm, and inoculates. Uncontrolled acetification in a cider is a fault, but it is a fault caused by the same organisms doing the same chemistry in the wrong place.

The finished products are not interchangeable. Vinegar has effectively no ethanol left and an acetic acid concentration far above anything drinkable.

What is actually the case: Only if you also leave it open to air. Time alone does nothing; the bacteria need oxygen at every step, which is why a properly sealed and topped-up cider can age for years without souring. Vinegar production works by supplying exactly the condition cider-making works to withhold.
