What causes it
Oak contributes to cider through three routes at once. It extracts hydrolysable tannins — ellagitannins, chemically distinct from the condensed procyanidins of apple — which add grip and a drying quality. It supplies volatiles: oak lactones for the coconut and wood note, vanillin from lignin degradation, eugenol for spice, and furfural and its derivatives from toasted hemicellulose. And it admits oxygen slowly through the staves, so wood ageing is always partly oxidative ageing. New oak delivers all three strongly; the old, neutral casks traditional in cider deliver mainly the third.
Traditional cider vats are large, old and effectively neutral, contributing oxygen transfer and cellar flora rather than wood flavour. Marked oak character in cider almost always means small or new barrels, and it is a modern rather than a traditional signature.

Oak lactones
The coconut-and-wood compounds of oak, whose concentration depends more on which species of oak the barrel was made from than on anything a cidermaker does.

The vanilla compound released from oak lignin, and a good illustration of why fermenting in a barrel gives less wood character than maturing in one.
Furfural
A toast-and-almond aldehyde formed whenever sugars are heated, arriving in cider either from a toasted barrel or from heat treatment, and a reliable marker of cooked character.
Eugenol
The clove compound of oak and of actual cloves, arriving in cider from wood contact or from deliberate spicing rather than from the fruit.

Barrel ageing
Holding cider in wood — which may mean an old neutral vat used simply as a vessel, or fresh or spirit-seasoned oak used as a source of flavour, and the two are not the same operation.
Oxidative maturation
Ageing a cider with a deliberate, measured oxygen supply so that tannins polymerise and soften and an aldehydic character develops on purpose, which is not the same thing as the oxidation fault.
Topping up
Refilling a maturing vessel as evaporation and racking losses lower the level, so that no significant surface of cider is ever left in contact with air.
Fermentation vessels
The container a cider ferments in — wood, stainless, plastic, glass or concrete — and how its permeability, thermal mass and resident microflora shape the result.

About Oak
Distinguishing wood flavour from wood ageing is the most useful thing this descriptor can do. A cider matured for a year in a hundred-year-old vat may show no oak character at all while having been profoundly shaped by the vessel, and a cider given three months in a new barrel may show a great deal without much else having happened to it.
The tannin question is separate again. Ellagitannins from oak behave differently from apple procyanidins on the palate, and a heavily oaked low-tannin cider can show grip that its fruit never supplied.
